Strengthening state administration measures on the festival in 2023

The Department of Culture, Sports and Tourism has just requested the Culture
and Information Divisions of districts, towns and cities to strengthen the
implementation of state administration measures on the festival in 2023.
Accordingly,
organization of festival activities in 2023 must ensure solemnity and thrifty,
preserving and promoting the national cultural identity, fine customs and
traditions of the locality; strictly abiding the regulations on the
implementation of a civilized lifestyle in the festival; timely preventing the
negative manifestations, acts of taking advantage of the festival to gain
illicit profits; superstitious activities, disguised gambling, beggars, services
of spare money exchange to enjoy the difference; removing “strange artifacts”
that are not in line with fine customs and traditions out of the relic sites; not
to burn joss paper. At the same time, managing the placement of the merit boxes
according to regulations, assigning the collection force to avoid the situation
of spreading spare and merit money in the wrong place.
In
addition, implementing plans to ensure absolute safety for people participating
in the festival. Do not allow jostling or snatching; preparing plans to
promptly handle situations arising during the festival. In the event of an
insecurity or disorder, the event must be suspended in accordance with current
regulations. Preparing plans for road and waterway traffic safety, food safety
and hygiene, fire and explosion prevention, and preservation of landscape and
environment in relics and places of worship; arranging standard restrooms for
visitors participating in the festival.
Continuing
to implement COVID-19 prevention measures under the guidance of the Ministry of
Health during festival activities, stepping up surveillance to assess the risk
and promptly respond to the epidemic in all situations.
The
Department of Culture, Sports and Tourism also asks to strengthen the
inspection and supervision of the management and organization of the festival.
Timely preventing and strictly handling violations, especially acts of taking
advantage of relics and festivals for profit, inciting violence, circulating
and trading in illegal cultural products, or enticing crowds at festivals to
propagate and promote activities showing signs of cult, superstition, contrary
to the fine customs and traditions, violating regulations on civilized
lifestyle. Regularly urging and reminding the execution of assigned tasks,
detecting and handling promptly and taking measures to correct violations. In
addition, it is necessary to manage, collect and spend finance for the
organization of the festival according to regulations...
