Strengthening the implementation of traffic safety tasks for school buses

The provincial Department of Transport has just suggested the Department of
Education and Training, People's Committees at districts, towns and cities, and
transport cooperatives and businesses in the province to strengthen the
implementation of tasks to ensure traffic safety for school buses.
Accordingly, the
Department of Education and Training shall direct schools in the province to
urgently review and inspect the signing of contracts for the use of school
buses. At the same time, all educational institutions in the province that use
school buses must follow the procedures, check the number of students when
getting on and off the vehicle; coordinate with the parents' association to
work with transport businesses, requiring full compliance with traffic safety
regulations for vehicles and drivers, and absolutely not to sign contracts with
transport businesses that do not meet the car transport conditions. When
signing a transport contract between an educational institution and a transport
business, it is necessary to clearly state the requirements and
responsibilities of relevant organizations and individuals regarding traffic
safety and protecting the health of students when using the vehicle; on the
vehicle, there must be someone responsible for managing, checking the list of
students, maintaining order, hygiene and instructing and reminding students to
follow the regulations and safety skills; requiring transport businesses to
comply with the regulations on business and conditions for doing car transport
business.
The People's
Committees of districts, towns and cities shall review, compile and update the
list of school buses in the area and send it to the Department of Transport
before September 15, 2024. Propagate and advise households and students not to
rent or use vehicles that do not meet the conditions prescribed by law to transport
students. Direct local authorities to strengthen inspection of vehicles in the
area that are used to transport students; handle violations against
organizations and individuals that do not meet the conditions for transport
business, especially vehicles transporting students.
Transport cooperatives
and businesses must strictly comply with regulations on transport business and
conditions for car transport business, Government regulations on business and
conditions for car transport business. In addition, propagate and disseminate
to drivers and service staffs on vehicles to comply with the procedures to
ensure traffic safety according to regulations.
In the coming
time, the Department of Transport will coordinate with functional forces to
regularly inspect the compliance with regulations on automobile transportation
business in the province; effectively exploit information from journey
monitoring devices, cameras installed on cars, etc.
