Strengthening the improvement and enhancement solutions for Provincial Competitiveness and Green indexes

In order to continue to raise awareness and action of departments, agencies and
localities on the meaning and significance of the Provincial Competitiveness
Index (PCI), Provincial Green Index (PGI) 2024 and responsibilities in
improving ranking of the province, aiming to business satisfaction with the throughout
goal as "Government accompanying businesses", resolutely overcoming
limitations and weaknesses, and proposing solutions to further improve the
business investment environment, the Provincial People's Committee has planned
to implement tasks and solutions to improve and enhance the PCI and PGI.
Accordingly,
heads of departments, agencies and units, and chairpersons of People's
Committees of districts, towns and cities must implement a number of tasks and
solutions such as: Implementing solutions to overcome and improve shortcomings,
restrictions on 04 component indexes with reduction in point and rank, reduction
in point and equal rank (cost of time; fair competition; access to land and
legal institutions; security and order); 02 component indexes with increase in
point but decrease in rank (market entry and labor training policy); At the
same time, continue to improve 02 component indexes that have just increased
points and ranks (the dynamism of the provincial government, business support
policies) and 02 component indexes that have increased points but equal ranks
(transparency and unofficial costs) in 2023 to continue to increase points and
ranks in 2024. Improve the component indexes of the Provincial Green Index
(PGI) to continue to increase points and ranks.
The
Provincial People's Committee assigned the Department of Planning and
Investment to be the focal unit to monitor, synthesize, report, and propose
tasks and solutions to improve the PCI and PGI in 2024; At the same time, guide
and urge departments, agencies and localities to organize and seriously
implement the solution. Heads of departments, agencies and units and Chairpersons
of People's Committees of districts, towns and cities shall consider improving
the business environment and enhancing competitiveness as key priority tasks;
At the same time, thoroughly disseminating the solution to cadres, civil
servants, and public employees under their management; discussing
implementation measures to improve the business environment and enhance the
Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) in the
coming time.
