Strengthening the issuance of health insurance cards for the elderly and people with disabilities

Executing the direction of the Ministry of Labor, War Invalids and Social
Affairs at Official Letter No. 4059/LDTBXH-BTXH dated October 11, 2022 on
having solutions to increase the issuance of health insurance cards for the
elderly and disabled; the Chairman of the Provincial People's Committee has
just requested the departments and agencies: Labor - Invalids and Social
Affairs, Health, and Social Security of the province according to their
functions and tasks to guide, urge and inspect the implementation of issuance
of health insurance cards for the elderly and disabled according to
regulations.
The
Department of Labor, War Invalids and Social Affairs is assigned to chair over
and coordinate with relevant agencies and units in advising and proposing the
Provincial People's Committee the matters that need to be directed and resolved
on solutions to enhance the issuance of health insurance cards for the elderly
and the disabled; synthesize and report in general the issuance of health
insurance cards for the elderly and disabled in the province.
The
Provincial Social Security shall direct its affiliated units to strengthen
propaganda to raise awareness of organizations and people about the law and
policies on health insurance and social insurance for the elderly and disabled;
mobilizing people to participate in health insurance and social insurance.
The
Provincial Association for the Protection of Disabled and Children's Rights,
the Representative Board of the Provincial Elderly Association are proposed to
direct and guide member organizations and units to coordinate with local
authorities and agencies at the same level to review and summarize the number
of elderly and disabled without health insurance cards. Actively propagating
and mobilizing social resources to promote the implementation of the support program
on health insurance cards for the elderly and disabled.
The
People's Committees of districts, towns and cities shall direct specialized
agencies and People's Committees of communes, wards and townships to:
Strengthen the implementation of propaganda to raise awareness of party
committees and authorities at all levels about the law and policies for the
elderly and disabled; mobilize people in the area under their management to
participate in health insurance and social insurance; carry out the review of
all elderly and disabled in the area who do not have health insurance cards;
proactively review funding in budget decentralization to ensure and take
solutions for the issuance of health insurance cards in a timely manner for
subjects in accordance with the law on health insurance./.
