Facing with the complicated situation
of COVID-19, the well management of concentrated isolation zones and blockade
areas is very important in controlling the disease, therefore the Chairman of
the Provincial People's Committee has just requested:
Chairpersons of People's Committees of
districts, towns and city to organize the lessons learned to correct and
overcome immediately any shortcoming and limitation. Thoroughly grasping and
strictly implementing the directions of the PPC at Dispatch No. 2983/UBND-TH
dated 12/8/2021.
For the concentrated isolation zones:
to rectify Immediately the management and operation of the concentrated
isolation zones; regularly inspecting and supervising the concentrated
isolation zones, ensuring the implementation of Decision No. 878/QD-BYT of the
Ministry of Health and other directions of the central and provincial
governments. At the same time, it is required that the quarantined person must
strictly comply with the 5K requirement, the quarantined person can only leave
the room in case of absolutely necessary. Reviewing and checking each room to
divide the number of people in the room; being ready to activate new
concentrated isolation zones to put the newly arising F1 cases into separate
area.
For the blockade areas: There must be
plans to strengthen the patrol, control and management more closely cases of
people going out without a justifiable reason, the gathering of people
violating the regulations on social distancing, and the release of animals leads to the risk of infection in the blockade
areas ..; especially for the hard-blocked areas, people are not allowed to
leave the house, the provision of food must be conducted to every house,
installing cameras with 24/24 supervision. In case of small alleys, connected
to many other ones, it is necessary to arrange regular duty forces to minimize
the contact in the community, causing the risk of disease transmission. For the
cases of deliberately violating regulations on epidemic prevention and control
or having been warned many times but still re-committing, they must be severely
punished, ensuring the deterrence of the sanction.
The Chairman of the PPC has requested
the Department of Health to strengthen its role and responsibilities as the
frontline force in epidemic prevention and control. Promoting the
implementation of propaganda in many different forms, combining communication
on social networks with direct communication in concentrated isolation zones
and blockade areas, promptly informing people about messages on COVID-19
epidemic prevention and control as recommended by the National Steering
Committee for COVID-19 Prevention and Control, the Ministry of Health and the
province. Thereby, helping people raising awareness, avoiding the mentality of
being negligent and subjective in the implementation of measures for epidemic
prevention and control.
The units and localities must
coordinate uniformly with functional forces in receiving and managing the
quarantined people at the concentrated isolation zones and handing over people
who have finished isolation period back to their localities for health
monitoring in accordance with regulations./.
