(binhthuan.gov.vn) According to the newly promulgated regulations of the Provincial People's Committee, cases of refusal to issue written approval to build, convert, lease or purchase fishing boats operating at sea include: fishing boats in occupations or using fishing gears on the list of banned occupations and fishing gears according to regulations of the Ministry of Agriculture and Rural Development; fishing boats engaged in trawling activities of all kinds (single, double, scalloped, sanded, pounding flying locusts); fishing boat owners whose boat is on the list of fishing boats violating the illegal, unreported and unregulated (IUU) fishing.

At the same time, the PPC also stipulates specific criteria for building, converting, leasing and purchasing fishing boats. Accordingly, for the construction of new fishing boat within the quotas on provincial marine fishing licenses, the newly built fishing boat must have a length of 15 meters or more, steel or new material cover, total main engine capacity from 295 KW (400 CV) or more; the main propeller-driven machine is a specialized marine machine; in case of new replacement fishing boat, the new replacement fishing boat must have a length of 12 meters or more, and the main propeller-driven machine is a specialized marine machine.

The leased or purchased fishing boat must have all legal documents, be in operation and have a useful life of not more than 10 years for wooden-hulled boats, not more than 15 years for steel-hulled, composite-hulled, or new material-hulled boats; in case of leasing or purchasing fishing boats outside the province, the chartered or purchased fishing boats must have the length of 15 meters or more, the main propeller-driven machine must be a marine engine with a total capacity of 295 KW (400 CV) or more, and must match the quotas on licenses for fishing in offshore areas allocated by the Ministry of Agriculture and Rural Development.
