Warning: scam calls and texts will be cut off mobile service after 1 or 2 hours

users have received calls from unknown numbers (such as: 0792722152,
0814510426, 0814510426…etc.), after pressing the listen button, the information
is output like the pre-recorded voice with the content "Hello, this is the
Ministry of Information and Communications, the Department of
Telecommunications, or the switchboard of Viettel, VNPT, MobiFone would like to
inform you that your phone number will be temporarily locked within 2 hours.
You need to press 1 for support”. Subjects make voice calls informing the
user's own number that they will be disconnected after 1 or 2 hours and need to
contact the "switchboard" phone number provided by the subject. In
case the user calls back the "switchboard" number, the other line
requires the user to provide full personal information such as full name,
address, identity card number/citizen identity card, etc., for technical
assistance.
As prescribed in
Decree 49/2017/ND-CP dated April 24, 2017 of the Government on amending and
supplementing Article 15 of Decree No. 25/2011/ND-CP dated April 6, 2011 of the
Government on regulating, detailing and guiding the implementation of a number
of articles of the Law on Telecommunications and article 30 of the Government's
Decree No. 174/2013/ND-CP dated November 13, 2013 on penalties for
administrative violations in the sectors of postal, telecommunications,
information technology and radio frequencies, currently is the Government's
Decree No. 15/2020/ND-CP dated February 3, 2020 on penalties for administrative
violations in the sectors of postal, telecommunications, radio frequencies,
information technology and electronic transactions, the telecommunications
businesses have developed specific procedures for providing services as well as
terminating services toward customers.
Facing the above
increasing number of scams, the Vietnam Cybersecurity Emergency Response
Teams/Coordination Center urges people to be vigilant and absolutely not to follow
any requests of the calls.
The Vietnam Cybersecurity
Emergency Response Teams/Coordination Center and telecommunications businesses
also recommend that, when receiving messages or calls with signs of fraud,
people need to save evidence (messages or call recordings) and report it to the
subscriber-managing telecommunications enterprise for handling. In addition,
people need to provide evidence to the nearest police agency to propose
handling of violations according to law.
