(binhthuan.gov.vn) At 10:00 am on 22/10, the Chairman of the Provincial People's Committee sent an express official telegram requesting the Chairmen of the People's Committees of districts, towns and cities and the Command for Natural Disaster Prevention and Control, Search and Rescue of districts, towns, city; Heads of departments and agencies of the province to focus on responding to storms no 8 and possible floods.

Accordingly, in the spirit of not being subjective, not to be unexpectedly passive in all situations, in order to respond effectively, prevent promptly, minimize damages caused by the storm, Chairmen of the People's Committees of localities and Heads of related agencies and units continue to implement strictly the Official Letter no 4091/UBND-KT dated 20/10/2020 of the Provincial People's Committee.

The Chairman of the Provincial People's Committee assigns the Provincial Border Guard Command, the Department of Transport, Binh Thuan Maritime Port Administration, the People's Committees of districts, towns and city to continue checking and tallying of vehicles, boats, timely inform captains and owners of boats on operating on the sea (including transport ships inside and outside the province) to proactively prevent and respond to possible bad  situations, incidents and accidents. Guiding the mooring of ships and vehicles of transport at ports and anchorage zones to ensure safety before the storm and the discharge of reservoirs.

For the coastal localities, it is necessary to regularly update and closely monitor the development of the storm no 8 such as strong winds, high waves and tide, coordinate with the border guard posts in the area, promptly notify owners of vehicles and boats operating on the sea about the position, direction of movement and changes of the storm to actively avoid, escape or not enter the storm's danger zone. At the same time, to inspect and ensure the safety of aquaculture cages and rafts, and reinforce the constructions. Regularly inspecting and closely monitoring the  coastal possible erosion areas (Phan Thiet, Tuy Phong, La Gi), coastal residential areas and tourist resorts to actively evacuate people, tourists and properties to safe places.

The Chairman of the Provincial People's Committee also asks the localities in the province to urgently review residential areas along rivers, streams, low-lying areas, areas with high risk of flooding, flash floods, landslides; to have a plan to relocate and evacuate people immediately to safe places when landslide occurs. Actively reserving foods and essential goods to prevent long-term division during floods, and avoid the isolation. Examining and implementing measures to protect production, plants and animals; proactively harvesting rice and crops that it’s time to harvest. At the same time, to immediately prepare the responding prevention lans and scenarios in accordant to the "4 on the spot" motto; readying the  facilities, materials, equipment and reviewing, supplementing fully  the shock troops to participate in the rescue and support to evacuate people when required.

In addition, the Department of Industry and Trade, the Department of Agriculture and Rural Development, the Provincial Irrigation Exploitation One Member Limited Company and relevant units should inspect the safety of irrigation reservoirs, hydropowers, works under construction; assigning 24/24 on duty to monitor rain and flood situation to safely operate the reservoir according to the prescribed process, ensuring safety of works and safety of people in the downstream areas; before the discharge of flood and increase of discharge volume, promptly notification in advance is required so that the authorities and people in the downstream areas can actively respond. The Department of Transport to check, control and guide the traffic; prepare materials and forces in key areas that are in danger of landslides and floods in order to actively overcome incidents and ensure the smooth traffic.

Departments, agencies and units: Public Security, Military, Border Guard, Agriculture and Rural Development, Transport, Health, Industry and Trade, Youth Union, Red Cross, Binh Thuan Maritime Port Authority to review and prepare forces and vehicles ready for rescue as required.

According to the National Center for Meteorological and Hydrological Forecasting, at 7 o'clock (22/10), the storm's eye position was about 16.8 degrees North latitude; 116.3 degrees East longitude, about 400km from Hoang Sa archipelago to the East. The strongest wind near the center of storm is level 11 (100-115 km/h), strike to level 14. The radius of strong winds, from level 6 strike from level 8 and above, is about 180 km from the center of the storm; the radius strong winds, from level 10 strike from level 12 and above, is about 80 km from the center of the storm. It is forecasted that in the next 24 hours, the storm will move in the West-Northwest direction, about 10 km per hour and is likely to be stronger.
